click on the diplomacy tab in the lower right hadn of the screen.
choose the guy who you want to do diplomacy with.
click on his tab... and thats it.
PS: diplomacy isn't as sophisticated as i thought it would be in this game.

Check the game options. In some types of games, diplomacy is disabled, although a non-functioning diplomacy screen will come up if you try diplomacy.

If you play a game with diplomacy rules you should be able to see dipolomacy in action.
