Not in the demo. To find out how to do it in the release, you'll have to go all the way over to the "Creation and Files" forum. Check in there, the information is in a thread on the first page.

It can be done in the demo. The value is in one of the xml files. I played with it, it works. However, due to the overloaded 3d graphics for each figure, the processor load makes the game very choppy, particularly if there are a number of nations with a total pop for all nations exceeding around 1500 figures. I think its in the "rules.xml" file. I forgot.
