Is there a problem with getting new armies in the CTW mode? Starting as Germany I got a second army when I took Scandinavia on turn one. Since then I have taken over Russia and France (including the British Isles and Greenland and Poland) but I still have not gotten a third army (i.e. supply center). I note that many of my neighbors have three armies with far less success. Is this a bug or some sort of feature?

You need a supply card, or a territory that has a supply icon there to get a new army.

Yeah, I know that. Where are they? Russia and France had armies when I conquered them, so where are the supply centers for the armies they had. As I recall, armies are based on geographically set supply depots, not purchasable cards.

You get one army for owning your initial capital territory. Each additional army comes from Supply Centers (marked with the stack of cannon balls icon).
