Sí se pueden hacer pactos fuera del juego, normalmente a través de los PM.

Lo que pasa en la Warmonger PBEM que estamos jugando es que está prohibido todo tipo de intercambio comercial o pacto/alianza, sea de lo que sea, pues estamos, y estaremos, en constante guerra todos contra todos durante toda la partida . Por si fuera poco sólo se pueden tener 5 por Civilización ciudades como máximo.
