It depends on a number of factors, most important being your current level of commerce technology. If you're at a lower level of commerce tech, your maximum number of caravans allowed might be only 1 or 2 even if you have many more 'possible' routes due to a larger number of cities.
Expand the help menus in the upper left hand corner of the screen. In the economic menu, it will display your current number of caravans next to your maximum number allowed.
Long story short...if you want more active caravans, raise your commerce tech (and/or build more cities).
