Confucianism really isn't much of a religion, but more of a philosophy. Westerners in the past have often simply denoted what they saw as "religion" simply as "religion" because they did not understand (nor care to understand) what it was that existed in the East.
A "Confucian Bureaucracy" would be similar to the old system used by Imperial China in which you would have to pass a certian exam, which is centered on the Confucian classics, in order to gain an official position.
