Poll: The new campaign against waste: First target, marketplaces Support Apolyton or Terrorists Win

Economic Minister Alexi and myself hereby announce a new campaign to eliminate excess "capitalist" baggage from our economy, no doubt against wastage inserted by our capitalist wreckhers. We unofficially began the campaign against sewers, as the modern Soviet man does not need plumbing. We shall continue against excess banks, and possibility libraries and universities, as the modern Soviet man may not need books as well.

However, our first target is a crackdown against excess capitalist marketplaces. As an emergency measure, I sold three wasteful marketplaces to support the Ukranian Front, but many still exists. (49 to be exact, costing us 98 per turn). They cost 2 rubles to maintain, and selling them will bring in 60 rubles.

For the first part of the campaign I intend to be selective. I only plan action against marketplaces that bring in a revenue of 1 additional ruble, but cost 2 rubles to maintain. Marketplaces which bring in 2 or more additional rubles I intend to exempt, as they pay for themselves, and I can keep them as a reserve if things get bad without harming our finances.

However, another thing to keep in mind is that these small cities can be growing quite rapidly, so a marketplace sold today yielding 1 extra ruble could be giving us 3 extra rubles a year from now.

I have purposefully kept the poll simple to keep it meaningful. I invite general comments on whether the public considers this a wise course of action or not.

More specifically, I will shortly post a list of marketplaces in cities I am thinking about selling, and I invite comments from any micromanagers ou there on these particular sales, pro or con. Also, you may propose to sell a marketplace I have overlooked, though you must supply a reason.

PS: For selling marketplaces in front cities, I assume I must contact the front commander. However, for cities not on the front, who do I contact. The armaments minister?

Let me stress that we only intend to sell marketplaces that do not pay their own upkeep and are located in cities that have little potential for growth. Otherwise, we wouldnt think of messing arond with our glorious soviet infastructure

Almost definite target:
Zlatoust: +2/-2
Krasnovishersk: +6, +1, however very low trade as city will probably be an industrial one.

Slight Possibilities:
Novyy Port: However, city appears to be growing rapidly, so perhaps not. +7/+5
Kazanlinsk: City also appears to be growing fairly rapidly as well. +9/+2
Khodzheyli: + 7/-1
Ashkhabad: +13/0
Aralsk: +16/+4
Orsk: +2/-4 kollectiv farm being built.
Perm: +4,-6 kollective farm being built, but it looks like it will be an industrial city for its compartively larger size.
Orenberg: +10/-5
Krasnovodsk: +8/+1
Kuybyshev: +10/-1
Kazan: +10/+4
Voronezh: +11/+1, has potential for good trade too.
Cherepovets: +8/+2
Shevchenko: +14/+6

Same probability as Lenin doing the German dance.
Baku.

As you can see, two I would definetly sell, but most of them I would actual keep, as it seems the cities would soon grow and pay for themselves.

Only sell when they cost more than they give back! We need a steady stream of money, not a major cash input one turn, and then a lot less the following turns! Only cities with little economic growth and almost no return on investment should sell their marketplace!

These cities all have marketplaces giving 1 ruble but costing 2. The difference in the second category is that those cities appear to be growing at decent to a fast speed.

Those cities in the first category are growing pitfully, and will certainly be scrapped.

I say sell all the non cash returning ones. Any that do not pay for themselves right now.

Why because we could use the cash to finish building the steel plants in the urals and start cranking out units for the front. Or use some money to buy Sturmoviks or Katyusha's for the front.

If the cities grow later we can always build a market place later, they are pretty inexpensive.

At the level our luxuries our set at, any market that produces a minimal amount of rubles, probably isn't making a difference in city happiness.

I for one applaud the campaign against waste, comrades. And while I see that we are reluctant to destroy infrastructure, I see no problem with upgrading infrastructure. Replacing 3-5 marginal markets with a productive steel mill is a net gain, comrades.

Moreover, the real economic boost in this war will come from the delivery of supplies from our English allies. If gambling were not a bourgeois indulgence, I would be willing to bet that a single delivered shipment of supplies could provide more rubles (to say nothing of science!) than all the marketplaces in both lists below would, even over the next 3 years.

The same goes for wasteful libraries and universities, comrades.

Looks like no one really wants to keep these things, and I agree. I shall recommend to the Economic and Armamaments Minister to scrap all the above mentioned marketplaces.
