They're betting they will not be attacked and are using this time for uber-expansion. They are actually doing it faster than the AI, but also more mindlessly. The one big point they're not considering is that founding cities as quickly as possible is only good if you can keep up in tile improvements. They're using all their pop for Settlers, and their Workers to build Roads to their next cities. I hate to say this, but that's an amateur-ish mistake. Good for us though!

Togas: unfortunately, they would be able to do the same to us. Plus, the war would bring us down too much compared to other civs...we need more men!
Another thought: Cuido de Alcohol is basically where we'll want to Palace-jump once we've taken care of CDG. I would re-locating that city one tile SW, actually. I know this is quite long-term planning, but it's important to note because we do no want to be building too many improvements in Apolyton.

DaveMcW posted a near-perfect analysis of Palace jumps in the Strat forum. When the time comes, we'll be able to do it without worry (we can wait to make things "perfect" as extra insurance that nothing goes wrong).
