Although this should be possible, mines can not be built on maps having cliffs instead of mountains. The game insists on the presence of a mountain when trying to build a mine.

I would like to see you try it again and maybe post a save with some mines on cliffs.
In my Quick Battle solo game on the Mesa map no one placed any mines, and if it had been possible, I think the AI would have done it.
This may not end up being such a bad thing, since scarcity of metal would lead to a very interesting game making the use of metal of major strategic importance.

Which map were you using? Did it have any mountains or just cliffs? It could be the total lack of mountains on the Mesa map my game was played on.

I also had a problem being unable to mine cliffs on
what I believe was a map that had mesas.
Unfortunately, I don't have the save game file with me
but basically what happened was the following:
1) Playing Japanese against Bantu-moderate level
2) Saw that I was on a mesa with cliffs- which were
their typical "orangish" color
3) Had to save game/quit to eat lunch
4) When I reloaded the game, the cliffs were now
white- I thought it was odd but ignored it since I
hadn't gotten to classical age yet and as long as
I could mine I didn't care
5) When I got to classical age, I learned I couldn't
mine the cliffs at all as well as at other locations. Had
to quit the game.

I can confirm what most of you are saying hold true for the Sahara map as well.
I have yet to patch the game - still ver. 1.0.
Cliffs were all white. No mines were buildable, no matter where I clicked. I started this one in the Enlightenment Age and thought maybe I needed to research something to allow cliff mining. I finished in the Informationl Age and Nada. Sure gave my markets a workout trading for metal!
As I rolled over the last computer civ, I didn't see any evidence of mines either.

Sorry, that wasn't Sahara. Just checked my replay file. It was Southwest Mesa.

Thanks to Nacht for the reason why. In my minor bugs thread, he noted that this happens when a game is resumed from a save file.
In my Mesa map game that was true. I started the game, played a few minutes before being interrupted by real life and saved it before going to classical. After resuming the game later on, mines could not be built and all cliffs turned from brown to white.
When experimenting with this later, I found that mines could be built as long as it was the original game. Saving the game and restarting prevents mines. When I start a mine before saving and then save and load that save, I get an exception error.
Something is wrong with the way games are restored from save files on Southwest Mesa maps.
