How about "CyCon Pact" or "Pirate Pact", something to that effect.
What better way to show goodwill to another faction than to name a city after a hoped for future agreement. It would show that you are interested in having brotherhood in the actual game. Not just in words.
True that other factions will be able to see that you wanted to team up with said faction. But this will be revealed later in the game most likely after the fact. They have to get a map of the city. The city naming will also show other factions that the glorious hive is not completely war mongering and may encourage another faction to make a treaty or pact.
Anyway if the agreement turns sour you can rename the base. Nerve stapling will cure any memory of a previous name.

I would only go for one or two at most. Too many cities named such and it either seems very fake, or it would look like the hive is very weak that we're relying on dipolmancy.
It's better if you name the city when it's built. That says commitment. Whereas if you rename it, then it would seem like only a dipolmactic effort.
Also I'm pretty sure word would get out to the targeted faction when the city gets named. They will get time to think about the alliance then. Early game everyone probably thinks themselves weak. Now's the best time to get others to think about alliances.
