Other pics I uploaded were relevant to the PEACE faction in the ACDG

I have removed all my uploads from the system and will not use this feature in the future.

He was NOT restricted for posting pictures in a "thread"...

He was restricted for using the Apolyton "uploads" directory for personal pictures... which is against the rules.

The upload folders are only meant for supported game related material... as the rules state.

To the best of my knowledge, there are no rules for attachments in the picture thread beyond the normal decency rules

That's is basically correct.

Now... if you attach something and a mod consideres it spam... you could get in trouble as well. Some person was posting a Big Stupid picture on every post he made... the same picture... he is still restricted

Apolyton's "Upload" service is hosted on the same server as the vast majority of its services are: on 'Settler II' (apolyton.net).
