1. Could be someone new... but probably Winky.
2. Figg. Madame Maxime (and Hagrid) have something more important to do - traveling to the land of the giants, and winning them over.
3. What everyone else has said.
4. The obvious answer is that Snape becomes a double agent again, but the problem with that: Voldemort knows about his duplicity. It's probably something we haven't been able to foresee that easily - some experimentation of some kind in an attempt to turn Voldemort's power on him or something...
5. There's magic blood in the Dursleys' family tree, and someone else at Hogwarts is a distant relative of theirs.
6. Ron & Hermione. They're complete opposites, hence, it would work perfectly. I'll further bet Ron becomes a prefect. (Harry & Cho should be saved for year six or seven - the longer the wait, the better.)
7. Neville. And... *grins evilly* Snape.
