Face the facts.......
FIRST: Russia is almost rush proof....... early on if you destroy their supply wagon(easy), their invasion is guaranteed to fail
SECOND: The Russians are the ONLY nation which can effectivley turtle(make all your defenses buildings) without a military. All that are needed is a good set of forts/towers and spies.
Have spies on the flanks of where the attack will come from, along with scouts further out(to kill enemy scouts, though I'd say 50% of people dont even bring scouts with their armies!). Russian calvalry does an extra 25% damage to supply wagons and siege weapons. Well capture the enemy siege weapons with your spies, and if you have any extra spies left, capture their heavy or light calvalry to kill their supply wagon! Then the enemy can go bang his heads to death on your fortifications, as attrition slowly does him in, not to mention the damage of a fort and 2 or 3 towers!
IF you have alot of extra spies(later on besides my spy "ring" for defense send out a group of 6 to lay in wait) go to undefended enemy military buildings can capture his guys as he makes them, OR just put them between your base and his, and try to capture his army en-route!(gotta keep moving to do this, and after the first time you'll need scouts to take out his).
THIRD: Russia has superiority over the most pain in the ### resource on the map: oil. The gathering rate is a lifesave.
FOURTH: Russia has the best end-game infantry, and their modern age rocket siege unit is fantastic.

So did I, then I realized if France lost their supply wagons in battle, their main advantage is gone.

thats why you protect them, durrrrr.
also, those extra woodcutters really help, especially early game.
now, to attack your main arguments 
1. Supply wagons are mideval, thats hardly a rush. If russia is rushed in the ancient age, they're far more ripe than you're probably thinking. unless you get mil1, and a tower extremely fast, an attack will hurt a bit. granted, you could take all your villes and rush a tower, but the fact that the rush effected your economy like that means it worked, to some degree. also, don't overlook the mongols. they will tear through you, attrition or not.
2. Try rome for defense. They work great too. Cheaper towers / forts / cities come in handy. Their uique heavy infantry is not to be toyed with.
any nation can do the spy thing, russia just does it cheaper and slightly more effectively.
3. please. i don't see why everbody whines about oil. if you have 3 or 4 wells, and 4 or 5 refineries, you should be nearing normal commerce caps.
4. perhaps your only major point, but every nation has UUs sooner or later, and the game is usually decided by enlightenment.

Russias spies can stay cloaked after they use their power-unlike other nations.
A group of 6 roman spies capture some units and..... die shortly after!
The russian spies do the same thing, but live to repeatit 10 more times...... spy costs go up really quickly.

The spy thing will work 0-1 times maybe twice if your playing the computer. after that their will be a bunch of scouts waiting to put knives in their backs. I do use that strat as Russians but its not quite as invincible as you make it seem. Plus it is very possible to take your city without siege weapons and then he won't have to worry about attrition anymore.

those t-80's really burn.
Oil isn't really a problem for any civ, like Krux said, 3 or 4 wells and some refineries and you are set.
I'm just wondering, does the Russian +25% attack bonus to supply wagons from cav carry over when your cav turn into tanks or armoured cars?

I've been very happy with Russians, but I'm not quite convinced yet they're the best (although I could be persuaded). Their late-game UU's absolutely rule.
I am finding Incas are pretty good with Spies too, though. If your bribed unit dies, you get the resources. And the Incas hit the (increased) Wealth commerce cap very easily.
All in all, I think Russians are better on sea maps, Incas on Land.

Russians are one of the worst nations at sea maps, because their main defensive powers, attrition and the extra borders per civic, do not affect sea units. Nor do spies work on sea units. Your opponnent will have to go on land if he actually wants to take your cities, but if your enemy has control of the seas he will have a big wealth production advantage because of fishing... at least until the gunpowder-enlightenment age, when it becomes easy to harvest wealth.
Incans are the only civ that can effectively compete against other nations who have control of the sea in wealth production... no need to fish.

I've just found I have an easier time of Incas on land maps, Russians on sea maps. The reason is I'll hit the wealth commerce cap on sea maps regardless of the civ. Incas I hit the increased cap very easily on land as well, where neither side can fish. Actually, my Incas get more wealth than the Brits, as long as I protect my mines.
The thing with Russians is they really shine in Modern Age, and that's easier to reach on sea maps. And then you've got the oil bonus, which is more beneficial to ships.
It's really the Russian spies vs. Incan spies I'm comparing, and I find them virtually equal because you get a refund on dead bribed units.
