Could someone explain to me what the Counsels actually do? Do they play the game or does the President?

The Consuls are the executive power of our democracy. As such, they are charged with playing the game and final decision making after listening to the advice of ministers and the desires of the people.

The President has not been a well used position. The only power of the presidency that is specified is to be the spokesman for the Consuls and their leader. But the powers and requirements of leadership have not been defined. If circumstances required it, I am sure the Consuls would appoint one among them to be first among equals.

We have three Consuls so that there is not too much power in one persons hands and so that there is a better chance that our turns will be played in a timely fashion. The Consuls may agree with each other a lot, or not, but having the other two Consuls around acts as a moderating influence on each of the Consuls (I find). If an issue is of great importance, or there is wide disagreement, it has been the custom for the Consuls to arrive at a consensus before acting. For minor decisions, or when time was short and only one Consul has been available, it has been the custom to support the decision of the Consul present at the time.

It's "Consuls"

A President has actualy never been appointed. Each of the three Consuls can play the game on behalf of the team, it just depends on when the turn arrives and whose available as to whom plays it.

A Consuls job is clearly deliniated in the Constitution.

It is very likely that if the other Consuls were unable to play the turn, it would be up to you. Only the Consuls play the turns.

Welcome NukeMaster - don't feel too bad, there is plenty of plotting to be done even if you can't play the game. vondrack posts pretty complete reports of every turn's events including a FULL map at the top where it says "turn reports and summaries". You can find anything you need there (more so than the SPDG) and really get into planning.
