Depends really on the context; a lot of people insist on a handshake at the very least..
If I find it irritating I tell people that I find it irritating. Problem solved.
Some cultures are non-contact, other's are not. There's no real hard and fast rule.

If they're young attractive women, they can touch whutever the hell they want.
Otherwise, no, I hate people touching me and I try to surround myself with cripples and amputees.

I don't really like being touched
my best freind likes touching, and I feel that touching is more freindly, so I have been trying to touch more and hug more
