Just to get this thing finally passed, here's a rewrite that should satisfy everyone:
Upon passage of this Amendment, Articles A & B of our Constitution shall be replaced as follows:
A) Apolyton shall be lead by three elected Consuls.
1. Every 2nd month, beginning on August 1st, 2003, an election shall be held to determine which citizens shall lead Apolyton.
2. One week before that election, any citizen who announces his interest in serving as a Consul, and is seconded by another citizen, shall be a candidate and included in the election.
3. All three current Consuls shall also be candidates and included in the election unless any Consul publicly declines.
4. A poll including all candidates shall be created on the first of the month and shall stay open for 72 hours.
5. At the close of the poll the two prior consuls with the most votes shall remain as consuls. Then, the remaining individual (former consul or new candidate) with the most votes shall be named as a consul.
6. NotYouEither, Mr.WhereItsAt, and BigFree shall serve as Consuls until the first election.
B) The Powers of the Consuls:
1. The Consuls have the authority to play the game.
2. The Consuls have the authority to make final game decisions, but must act within the boundaries of the law.
3. The Consuls should follow legal minister orders unless forced by unforseen circumstances.
4. The Consuls appoint Ministers.
5. The Consuls have the power to rule on senatorial disputes in a manner they see fit.
6. Consuls may be removed from office by a vote of No-Confidence.
Please vote on this new Amendment.

Eh, I'm confused on the wording of Section 5 I guess:

Is this to say that the top 2 consuls stay + the highest vote.
So you have an issue like (note bold names are Consuls in this example)

NYE 14
Trip 12
BigFree 10
MWIA 8
WhiteBandit 1
So in this example, MWIA would be replaced by Trip right?
If I am understanding this right, then how would this section handle the following situation?
Name Votes
Trip 14
WhiteBandit 12
NYE 10
BigFree 8
MWIA 1
Trip obviously wins, but do the two prior Consuls get to stay regardless of the remaining vote? So after an election like this, the new make-up of our government would be Trip, NYE, and BF, regardless of how many people came between Trip and the Consuls?

Right. WB gets screwed in the 2nd election. The rule is that the top 2 consuls remain no matter how many people get more votes than them.
