New Amendment: Election of Consuls Support Apolyton buy from Amazon

Just to get this thing finally passed, here's a rewrite that should satisfy everyone:


Upon passage of this Amendment, Articles A & B of our Constitution shall be replaced as follows:

A) Apolyton shall be lead by three elected Consuls.

1. Every 2nd month, beginning on August 1st, 2003, an election shall be held to determine which citizens shall lead Apolyton.

2. One week before that election, any citizen who announces his interest in serving as a Consul, and is seconded by another citizen, shall be a candidate and included in the election.

3. All three current Consuls shall also be candidates and included in the election unless any Consul publicly declines.

4. A poll including all candidates shall be created on the first of the month and shall stay open for 72 hours.

5. At the close of the poll the two prior consuls with the most votes shall remain as consuls. Then, the remaining individual (former consul or new candidate) with the most votes shall be named as a consul.

6. NotYouEither, Mr.WhereItsAt, and BigFree shall serve as Consuls until the first election.

B) The Powers of the Consuls:

1. The Consuls have the authority to play the game.

2. The Consuls have the authority to make final game decisions, but must act within the boundaries of the law.

3. The Consuls should follow legal minister orders unless forced by unforseen circumstances.

4. The Consuls appoint Ministers.

5. The Consuls have the power to rule on senatorial disputes in a manner they see fit.

6. Consuls may be removed from office by a vote of No-Confidence.

Reading through Art B, Section 6 I realized that the word "only" needs to be removed. This is to avoid any unlikely conflicts between Art A & B.

My edit above is removing the world "only" from B.6

Eh, I'm confused on the wording of Section 5 I guess:

Is this to say that the top 2 consuls stay + the highest vote.

So you have an issue like (note bold names are Consuls in this example)

So in this example, MWIA would be replaced by Trip right?
If I am understanding this right, then how would this section handle the following situation?

WhiteBandit 12
NYE 10
BigFree 8
MWIA 1

Trip obviously wins, but do the two prior Consuls get to stay regardless of the remaining vote? So after an election like this, the new make-up of our government would be Trip, NYE, and BF, regardless of how many people came between Trip and the Consuls?

Please clarify for me, thanks!

You are right WB. In MY amendment, as put forth by BFM, there would be two elections polls.

The first would determine who the two reamining Consuls would be. The second would decide the third.

This amendment is flawed, as is.

BTW, The amendment I proposed did pass. :sigh:

This amendment also doesn't address when the 1st of the month would be considered, timezone wise.

It also doesn't say that a nomination must occur in a new thread; someone may bury one on an older thread in attempt to void an election if his name wasn't added to the list of candidates.

Not knocking Togas here, it just falls a little short on being sound.

Right. WB gets screwed in the 2nd election. The rule is that the top 2 consuls remain no matter how many people get more votes than them.

Not wanting to stir the pot, but... here goes anyway.

What happened to each Consul holding office for a three month term? Each Consulship would be elected in staggered months, so the first (say me) would be put up for a vote on July 1. I would have to seek reelection if I want to stay. On August 1, another of the Consuls would face the polls. On Sept 1 the third likewise. On Oct 1 we would be back to the first one.

That was what I thought would be being put up for polling. It assures continuity and allows the highest vote getter to lead us.

Yes. This is the idea that I think would work the best. We maintain a democratic atmosphere and no one has to worry about the negative connotations about calling for a change in command for a consul for no other reason than, "Well... I'd like a turn."

I think this election process works best, and we don't have to worry about losing our whole government. Though Togas' proposal limits that from happening as well, but I don't see why all of them should be up for reelection at the same time, especially when all the stakes are on as to who will be the lowest scoring consul. I think something like that could get pretty dirty! (Which might be fun in a way, but I don't think it's a very cohesive event for our team).

After a lot of discussion, I have to vote no to this proposal, and any like it.

What is the point of holding an election if some of the incumbents are assured seats? Why poll for their names?

What would happen to our state if, God forbid, 3 citizens each outpolled all of the current consuls? Would we have it that the voters' will meant so little that 2 of those who were disapproved of would continue to 'serve' us by grace of priviledged position, while those we desired were forced to step aside?

Well, I suppose we could say yes to this proposition, or some other like it, and then if the people feel sufficiently put out then we could have an immediate CoC started for any sitting consuls who polled less than any citizen. That would be good. That would allow us to get on with good governance and playing the game, or not...

Togas, while your amendment is very much simular to mine, I think nye's proposal has a more Democratic feel to it. As WB and nye point out, the top vote getters don't neccesarily get to be Consuls under your or my amendments.

nye's proposal gives a certain amount of continuity to the Consular positions along with being more Democratic. I would be actaully in favor of holding elections every two months, instead of one. That would follow along the lines of your proposal and what people who dissented in my poll wanted.

I ask that you withdraw your amendment from consderation as I have with mine. I want to do this in order to be able to discuss this new proposal without another amendment already awaiting approval.

If you do not withdraw your amendment, we can still start discussions on nye's proposal. But it would be better, IMO, if your amendment (mine and BFM's slightly altered) was pulled now. I think it would be best for the team if you did so. Thanks Togas.

I think this proposal is more close to what BFM had proposed in the original thread. I do not recall ever reading about 2 elections...

However, what nye is proposing is what I had originally proposed in the first thread which refered to changing governments and which Dominae I believe had set up some sort of mechanics for.

I remember setting up my poll with my proposal (almost exactly like nye's current one) and then quoting Dominae's method. After a few pages BFM made his proposal and many people liked it so we decided to stick with it.

Then that is what BF proposed in the last poll but apparently some people misunderstood some points which Togas here is clarifying, but now it seems that people are starting to think this is a whole new deal...

Anyway, being that the last poll was a close call, and that this poll is also being contested, I suggest perhaps that we make another "definitive" poll squaring the original MZ/Dominae/nye proposal and BFM/BF/Togas proposal.
