I kind of like the idea of walls as an upgrade.
A hugely expensive upgrade of the city itself to be more exact.
Once the upgrade has been researched walls should be erected on the city perimeter, automatically making gates over the roads.

I think walls should only be something for the editor really.
For instance I am trying to create a map that looks like a castle.
Without walls I am not having much luck so I am trying to make it looked good without them.
If walls was an editor only feature that would be cool.
If BHG lets us create our own units and buildings, I am sure they would be in a few maps.

Seems to me that city walls are essential to any game trying to feel like a simulation of how a civilisation survives. There's not a significant global cutlure which has not made use of city walls to stop its citizens becoming fodder for marauding looters... except perhaps the Americans - who got their capital city burnt to the ground as a result. Walls are more important to a city than any number of temples, libraries or courthouses, more important to a civilsation than coinage or gunpowder. Sure, they're expensive and time-consuming, sure they're obsolete (though culturally valuable) by the information age, but Nations just don't Rise without 'em.
Looks to me as if the disagrement here might be between the ex-AoEmpires players (who perhaps don't mind enemy troopers riding freely through their cities) and the ex-Civvers who like a little more structure. Given one of the best aspects of RoN is the ability to personalise the game rules, no-one should really have a problem with having turn-on-and-offable City Walls. And, yes, they would ideally run the gamut from palisades to stone walls to whatever-you-feel-like in the modern era, and artillery should be able to knock 'em down or just fire right over them.
When it comes down to it, it there had been no walls, the Romans would probably not have bothered with ballistae, the Chinese would have been overrun by the Mongols and not invented gunpowder and we'd all be playing Doom rather than trying to stand the test of time.
Walls please!
