I want to learn the French language. I don't have any money at all.
Please help me.

If you don't have any money at all, isn't getting some money a higher priority?
OK, a few ideas;
1) Try watching French subtitled movies. This will at least give you an idea how it sounds.
2) Get a French SO.
3) Move to France (or a French speaking part of the world like Quebec).

That raises a question I was wondering about. I want to learn Spanish and was thinking of trying one of those computer programs. Are they any good?

What's foul about the French language? It can get you laid and sounds very sexy to many people.

Learning French takes time. Much time. It is a complicated language with very many rules and a throng of exceptions. You should look for subtitled French movies (I'm sure any media-library has some for you to borrow), so that you get used with how it sounds. A tutorial book from the library will help you to understand the basic words, and will allow you take better books.
As you get acquainted with the language, you should watch TV5, the French-speaking channel, which is broadcasted worldwide IIRC (if you have cable or satellite TV, you should get it) : all movies there are French AND subtitled in French, which is excellent to learn the language once you have begun understanding it written.
Also, if you want to further progress in written language, you can hang around in French speaking forums. Here's the main one about Civ3 (I know you don't play it anymore  )
But if you lack money, I strongly suggest you either to learn a less time-eating language, so that you can invest more time adressing your financial problems
