Wish I'd seen this sooner.
NukeMaster sure does ask a lot of questions... I know, I've been the one they have been directed at most of the time recently, eh NM? 
It seems that becoming a mod is not something that will happen with any form of regularity, and after being a regular member here for some time (read: years), you realise this. Some of us (myself included) are granted small powers over a forum or two in order to keep that forum looking nice, but it is only the REAL mods (Mark, Dan, Ming, rah etc.) who have the abilities of PCR, ban and doubtless other things of which we cannot even conceive.
For NM (not that I'm implying you are asking this of course - far be it from me to put words in your mouth - not that there's anything WRONG with that ) and any of those who may entertain the idea they want to be a mod - why? If all you want is to be able to top and detop threads, edit titles and close threads, then a mini-mod like HTower or I can do that in the name of keeping our forum of interest going. We are eminently replaceable. In the Civ3DG the President gets these powers, so if you are a successful in an election you have that responsibility passed on to you (along with me ATM, since I have been around long enough to have taken up maintaining things like the Directory).
If you join the InterSite DG for Civ3 and become a Consul, you again have said powers, but you will find time is very short with everything you MUST use your powers for.
If however you want to be a full mod - why? Do you want to be able to PCR and ban people? If so this would automatically explain why becoming a full-fledged mod is so difficult, and certainly not a good thing to bestow on too many people.
