	Declare war on Team Monkey? Tired of ads?

It seems we are taking a very aggressive stance on Team Monkey's Forestation Policy. I have no problem with this as long as we are committed to building a strong defense (or offense ) to handle them.

Shall we destroy the tiny-brained wipers of other people's bottoms? Shall we let them know our intentions so we can taunt them?

We also need to clarify whether the rules allow us to declare war on a civ before making contact ingame.

I'd like to taunt them and i'd like to play a little bit with them but i don't think of it as a real war with sending Warriors or Bowman to them. We wouldn't know where to send them anyhow....
So a phony war yes, but a real war no.

I'll top anything that enough people want topped. Personally, I don't think a current affairs poll is suitable (not long term enough), but if more people want it topped, just say so.

I just topped the Domestic Minister's Office. That thread is precisely the kind of thing that ought to be topped - a long term planning thread that will also always have current content (turn orders).
