Depends on circumstances. I'd say Monarchy is best all round, others depend are better on what else is happening. What, no Anarchy or banana?

Circumstances dictate my choices more than anything. If I'm playing a warring game than I'll stick with monarchy (like in AU208). But pound for pound republic is my favorite. It has most of the benefits of democracy with less war weariness when your fighting. Plus it comes a lot earlier which is a plus.

The first consideraton is if you are Religious or not. If not, then I only want to switch once. This means republic for the most part. Monarchy would be for some game that I want to war a lot and end soon.
If religious then you can switch as it suits you.

hey im usually egypt, and i play on regent. I like monarch, but recently ive been building up in a game and not always going in to war right away.

late in the game i always choose democracy, even when i'm at war, i just bite the bullet on war weariness. mid-game i will go to republic if i have two, but preferably more, luxuries to keep my people content, otherwise i'll go to monarchy so i can have lots of police units.

In which case, determine what government would be best for what you are currently doing, and switch to it easily.

At war: normally monarchy, but maybe communism if you have an empire with not too many cities.
At peace: republic then democracy depending on what you have researched.
Always switch out of despotism ASAP.

Depends on circumstances...

Democracy is best if you plan to play a PP game.
Monarchy is excellent if you play an early and middle (or eternal) warmonger.
Republic is probably the best compromise between fighting short wars and building your empire, as war weariness is not immediate and you can still get a decent output during peacetimes.

Plenty of good advice here as usual - but no-one's flown a flag for despotism yet so here goes ...

If you're into playing early domination / conquest wins on small pangea maps you might want the opponents to be in monarchy or republic, as it's easier to take their cities (no pop-rushing), but not necessarily yourself. Despotism supports 4 units per city for free, which means with plenty of cities you can support a mighty army, all built from the productive core.

Despotism is a no-no on the long run, but when you plan on there being no long run, it's ok. This map & playstyle wants the game to be over by the early middle ages (and certainly before gunpowder) and under these circumstances, despotism can suffice.

Of course you lose out to an extent with the Golden Age if you do it despotically, but that needn't stop your hordes a-marching to an early victory.

All of this, of course, is only applicable to my playing style, and may or may not fit anyone else's. That being said, here goes.

In a vacuum, Democracy is the best. Minimal corruption/waste, gold-rushing and hooo, boy, love that worker bonus (50% faster than any other gov't).
The only downside I've found is war weariness, but with US, Police Stations, a full set of luxuries, Marketplaces and the luxury slider with all that trade being generated, it's always manageable in my games. I rarely go to war for very long in the early IA (too busy getting my industrial war machine built for later world domination ). Unit support is rarely a problem with my increased income.

However, Republic gets my vote because of the quantum leap it gives your civ from Monarchy or, especially, Despotism. Democracy-lite, without the worker bonus, but comes early enough that you stand a good chance of one turn Anarchy even without Rel. and is the first gov't to let tiles hit their full production potential before RR. I usually try to hold out for Rep. and skip Monarchy.

As has been said many times here, though, it's all dependent on style and situation. The beauty of Civ: there are few pat answers .

communism is truly a blessing for a massive military-oriented civ. i love conquering then poprushing thier unhappy cities. i find democracy impossible to use. i think republic,(and sometimes despotism even) is vastly superior to monarch.

nothing above a democracy to go to war , higher money , production etc , ......

ones you get the hang of it , you dont want to go war under an other gov , .....

Well the best government in my opinion is 'banana', but as there is not this option, I said Republic

Republic is available very early (I switch to Republic as soon as possible, without monarchy), is almost as good as democracy and it is the favorite government of both France and Germany, and I almost always play one of these civs (though I don't know if the favorite government of the civ you play changes something ? less corruption ?).

Sometimes I switch later to democracy, but the transition is not always worth the loss of culture due to the anarchy...

but staying in despotism till democracy aint an option , .....

sometimes you have to wait 5 or 6 turns , sometimes two , during a revolution , ......

the loss of culture is minimal if not to say next to nothing for a switch , most players switch asap when they have democracy , .....

Well I don't know, my revolutions often last 6-8 turns, and I always see a big drop in my culture (only a stagnation whereas other civs are still producing culture, certainly) in the histogram. Hmm... does anyone know what factors change the duration of a Revolution ?

And since the other civs really love to declare war on me (even if I'm stronger than them and I can take all their cities in a single turn ), I don't like not being able to produce units immediately...
Moreover I won't waste my time researching Democracy, I prefer researching what leads to Infantry

well if you want to get fast as hell to infantry , then go for the democracy gov , more money , more shields , more science , more of everything , ..... its a huge help

... but I need to research two technologies that are not required to enter the new era, then switch to democracy, and then research three technologies to get to infantry (I don't have the tech tree here, but I think it's that), whereas I go directly to infantry without researching any dead end technology.

In fact I think I never switched to Democracy before having Infantry... maybe I should try next time

I used to beeline for monarchy when I don't control enough luxuries, and for the unit support and the MP bonus.

but with the proper use of the luxury slider, and the right happiness improvements built, republic becomes more powerful.

I've actually out researched the ai on diety using monarchy. Of course I had a large enough empire and a well placed FP, so it is not that bad.
