was the GL effect changed? I think it acts like a library in every city and it doesn't give a free tech. Does it expire with the Education?

I believe that in our current game it gives Cerb any tech that any two civs he is in contact with have for free.

Is this correct? Does it still expire with Education?

Actually a free library in every city, or even just every city on my home continent, and NOT expiring would be more powerful in this game.

I am in contact with 2 other civs but if I can't contact the other 3 the benefits will be limited. The AI doesn't know how to minimise the benefits of the Great Library but I am sure the rest of you can work it out.

At the very least I will get some techs, culture and it is a GW for one of my civ traits so may lead to a GA. There is also the benefit to me that no one else has it. Worthwhile but probably not a guaranteed game winner.

(So please don't pick on me just because I built it, please )

I already took that into consideration, the civs he has contact with need to concentrate on getting Education while minimizing the techs they both research to deny him alot of free techs.

Once two of them have Education he gets it free and the GL starts collecting dust.
