Yes, after all Clinton was liked.
He did shoot Misiles into other Countries, but that was only one Incident, which was quickly forgotten.
On the positive side he was perceived as someone who showed great respect for the relations between America and other counteries and someone who would readily enter international agreements (which where seen by most people to be good ones), such as the Kyoto Protocol.
As for Kenneth Starr and Monica Lewinsky, most people here found it quite laughable, how much attention this incident got in America. If any Chancellor in Germany would get a voluntary Blowjob by a female assistant it would be in the headlines for maybe 2 weeks but afterwards things would calm down.
As for the Invasion of Iraq:
The reason (at least for countries outside of the islamic world) noone liked that you invaded Iraq wasnīt alone that you did it, but that you did it against the will of the Security council. O.K. you will argue, that it is covered by Resolution 1441, but most people outside of America donīt think it is covered by this resolution and that there should have been another voting by the Security Council (of course your administration knew they would loose it and so they avoided it).
The other thing is, that outside of America many people were very sceptical about the claims of your govrnment that there are for sure huge stockpiles of WMDs which hadnīt been found by the Wepon Inspectors of the UN. As we now see this Scepticism seemed to be justified

Many Americans seem to believe that everything thatīs good for america is also good for the world and are astonished when they find out that the world sees things quite different 
Bushs Unilateralism can be seen as the main reason why there are currently so much tensions between America and other nations (such as the Coutnries of Old Europe )
After all Bush AFAIK acts according to the Wolfowitz Doctrine, which not even Bush senior dared to implement in his time as president of the United States.

while that may be the case, you don't generally bring other people along by tactlessly telling them they're wrong, ignoring any warnings they may have, treating them like stupid little children and acting like one ourselves. that dig about "old europe", while probably quite true, didn't need to be said.
it also helps when you at least act like you're following forms and norms that you helped set up, even if you blatantly disregard them privately, which is what we did before bush came along--and anti-americanism, while still around, was never as vitriolic. this current anti-americanism is less a function of latent anti-americanism, and more a function of anti-bushism.
when you get down to it, people like america, at least what they get out of it. they just don't like it being rammed down their throats with condescension.

i didn't say we should have made them actually participate. political support is different from military assistance.
amazing tact probably would have won us over the un. france, germany, and russia all apparently didn't like iraq, and wanted it to disarm--they merely thought that giving iraq a little more time to come clean would help.
bush here didn't give a damn, since he wanted to go into iraq come hell or highwater, and was itching to go.
as for the asskissing bit... what do you think most of those "countries of the willing" were doing to the states? many of them were told to either support it or lose aid...
