How do I customize my "Starting Turn" and the year/month incriments at which the calendar progresses?

There are entries for all of these things on the "Scenario Properties" page in the PTW editor which is accessible from the "Scenario" menu or by hitting alt-enter.

I'm referring to Civ3, not PTW. I've been through the editor, I can't see anything regarding my issue. Unless only PTW has that ability?

Unfortunately, I believe the time scale settings are PTW-specific. Those properties aren't in the vanilla editor and those fields aren't in the BIC format from 1.29f that's listed here.
