House of Lords bill: Establishment of a Military Council. Support Apolyton or Terrorists Win

It has been explainded in other threads that it would be good to have State Council to advise the King on military affairs:

Why only include the governors of the biggest spanish cities in this council? Because it is a lot easier discussing with but 6 ot 7 people than the entire team. Second: the biggest production cities are responsible for the military production now, and especially important in time of war, the rest of the cities is production-wise important too (without these Spain would not exist anymore by now), but far less significant than the few big cities.

I think that it is something to think about for both the King and the House of Lords.

I think that I may say that I propose this bill on behalf of Señor Dejon, Señor Libre and Señor Astronicus, who supported me when the King showed the Vigo Accord to us all.

I hereby ask you to vote in favor of a Military Council as specified in the quotes above.

I use the same procedure for this bill as for the motion: this thread is meant for discussion, when the debate has ended or after a few days when everybody has been able to post his opinion, I may post a poll, but you can also vote manually in here.

I read this PM after I created the thread for the military council. I have the opinion that military planning needs a central coordinated planning. Only by closely cooperating with the governors, the King and the Chief Ambassador, the General of Spain can perform his task properly: If the General does not cooperate with the Ch. A. he can't prepare military plans. Without cooperation with the governors he simply doesn't have soldiers. To ensure that the General has enough soldiers and can prepare plans, he has to meet with the Governors and the Ch. A.

Without a military council, our defense policy will remain an ad-hoc defense policy: radical production changes in times that we expect war and sudden fear in the team. The fact that we didn't have a good military is caused by this poor military planning.

Senor Rubris thinks, full of confusion.. The House of Lords does not exist yet, so how can such a bill be proposed, the merits of the "bill" aside the laws of spains do not allow in until our new period of anarchy is over and the Republic of Spain is in place. Seriouly, though, I agree that miltary planning cannot get held up in the House of Lords, though some oversight should be applied to ensure the interests of spain are protected.
