I have come to the conclusion that the Oracle is a better wonder than the HG. This is because Myticism as a tech is generally more use than Pottery,as it aids temples and better lead in to other techs, also because it makes 2 unhappy people content benefiting 2 people in each city, the HG benefits 1 person only, so half as effective. On top of this during WLTK days on early republic, the limiting factor in maximising city growth is often too many unhappy people, rather than not enough happy people, so Oracle is a much better help here than HG is.
So as a consequence I will as a tactic keep bulding the Oracle, a much better choice than the HG for early Republic gov't

I have a sufficient tech lead in this game that it is very likely that I will have close to 100 turns of benefit from the Oracle (It's use has not been extended, but in 1x1x deity where learning is slower than the 2x2x games it is not necessary), and the immediate benefit has been sufficient anyway.
The immediate benefit has been to put all entertainers back to work ( 3 or 4 I think) and also to reduce the luxury rate by 20%, adding 10% to science and 10% to tax. This change even if over 50 turns will easily justify the use of the Oracle
The other point is that I find unless you have a very good city site for production, it is costly before Republic government is attained to build wonders, upon achievement of republicism and trade, building wonders becomes much more viable for cities with mostly grassland terrain which is what I had in this game. There were no hills available for mining on my island.
Therefore building the HG in this case was not viable and in fact I do not have the pottery tech yet because I never desired it's building in this game, but in other games where my productive capacity is higher that may well be different
