	The end of the Wine Civil War Browse Apolyton AD-FREE

OOC: Because I've been away this week, I could not continue to update the civil war, so here I will quickly post what happened in that time.

IC:

After the liberation of Barbaresco the Royalist faction announced that King Giovanni and Queen Valentina are alive, and that they have been rescued and brought back to Nebbiolo.
Thanks to this news, the morale of the Royalist Armies raised immensely, and under the personal leadership of King Giovanni, and thanks to the help provided by many friendly nations (Noosland, Jackson and Sheepsta among others) managed to break through the Saint George Line, while in the south the Repubblicans were defeating the CFLA forces in two major battles: the battle of Vermentino, and the battle of Pigato.

In all the CFLA held Wine many cities revolted against the CFLA regime, which ended up in the collapsing of the "Holy Empire of God" which was incorporated into the Royalist and Repubblican Wine.

In the North, due to the return of King Giovanni, the Savoyard faction merged with the Royalist.

After many weeks of debates a deal was later found between the Royalist and the Repubblicans, the two nations have merged together, recreating what was once the Kingdom of Wine, although between the many conditions the Royalist had to accept for such a merger was the estblishment of a constitution commitee, mostly composed by old repubblican leaders, and a promise than under said constitution the powers of the Royal family would have been limited to almost nothing (the constitution will be posted later).

Currently what were once the territories of the Kingdom of Wine are still splitted in the "The Kingdom of Wine" and the "United Socialist States of Communist Wine".

The two nations do not trust each others, but there are several talkings between the two, about a possible union between the two states, although, till now, they could not agree on many things due to the big difference between the two states.

The first one: a monarchic, democratic, capitalist, enviroment-friendly state.
The second one: a communist dictatorship, which promote uber-industralization state.

Althogh some people say that the RIAW is already at work in order to solve the situation.

New Constitution Ratified

Today a new constitution was ratified in the Kingdom of Wine, in the many articles that compose this document it is also explained how the new Winian state will work.

The three powers will be divided into 3 big institutions or figures, with the King checking the operate of them.

Senate:
The Senate is elected by the people every 5 years, it has the legislative power, and they can nominate 4 out of 11 members of the Supreme Court.
Pending a 70% approval, and the signatures of both the Prime Minister and the King the senate also has the power of declaring an offensive war.
The senate is composed of 351 senators.

Cabinet and Prime Minister
The Prime Minister is elected by the people every 5 years, together with the senate, once elected a prime minister can nominate the members of the his cabinet, and pending approval from the senate, can begin his work (note: even during one of his term, the senate may kick the cabinet out of office, by taking away their "trust").
The Prime Minister also nominate 5 out of 11 members of the Supreme Court. The Prime Minister hold the executive power.

Supreme Court of Justice
The Supreme Court's members are nominated by the Senate, the Prime Minister and the King. They administer the various minor courts in Wine and control that everything the other two branches do is legitimate under the constitution. The Supreme Court has veto power over senate's approved laws, if those laws goes against the constitution, and they can impeach the Prime Minister and any cabinet members.
The Supreme Court of Justice is headed by the King.

The King
The King is the head of the Supreme Court of Justice and of all the Winian Armed Forces. He nominate 2 out of 11 members of the Supreme Court and (under martial law). The King must guarantee that the Constitution is respected in every single part and have the power of intervening throgh the Supreme Court in case something is wrong.

Many Repubblicans criticised the new constitution claiming that the King still holds too much power, however Royalist replied that since the constitutional assembly was composed mainly by Repubblicans they have nothing to protest for.

First Woman Prime Minister in the history of Wine

Miss Federica Rosmarino, of the "National Democratic Party of Wine" won the majority of the votes in the elections which were held yerstuday to elect the new Prime Minister.

Her party received 28% of votes, and together with the "Freedom Party" (17%) and the "Populist Wine" (8%) managed to obtain the majority in the senate and form the first post-civil war government in Wine.

Miss Rosmarino was immediatly granted by the King the title of Grand Duchess of Nebbiolo, the title that once belonged to the old prime minister of Wine, Francesco Morelli, before he was killed during the CFLA terrorist attack.
In her government there are also many old members of the Morelli's government.

Many new ministries were also created by the Grand Duchess Rosmarino, this is how her cabinet will be composed.

Also in her first speech the Grand Duchess Federica Rosmarino has stated what her short-term and long-term goal will be:
- Reformation and modernization of the military
- Reconstruction of the Wine economy by continuing the work already started by Princess Elisa.
- Decreasment of unenployment
- Preservation of the environment
- Reforms in the education and healthcare system
- More strict immigration policies
- Introduction of birth control system (I mean seriously I want to stop my pop growth, 1.113 billion is already waaaaay too much)
- Recognition of the sovreignity of the Democratic Repubblic of Communist Wine, and open diplomatic channels in the hope of reunify the two states.

Although in order to achieve that the Grand Duchess already stated that there might be some little increase in the Income Tax, although she stated that she will never push it over 37% (now it is at 31%).

The first year and a half of Rosmarino government went great, under her leadership, and thanks for the support of friendly nations, the Kingdom of Wine managed to finally put the atrocities of the civil war behind, and regain a position as one of the main powers in Apolyton (and probably the world as well).

The economy of the Kingdom is now back to his standard before the civil war, the industrial output of Wine increased of the 75% of what it was last year, and it's now equal to the pre-civil war standards.
Taxpayers are enjoying a very big tax cut, which dropped the income tax from 31% to 17%.

Wine has once again opened its market to foreign goods, after a short period of protectionism, and this has lead to reestablishment of several trade routes between Wine and the outside world.

After an initial forces build-up with the border of the Democratic Republic of Communist Wine, diplomatic relations between the two countries have relaxed, to the point that the two countries have agreed in re-opening their borders and allow the free passage of goods and people accross it. Although many people believes that this is just a temporary peace... and that soon the two Winian countries will start again on pressing their claims of reunifying the old Kingdom of Wine, and relations will fall once again.

Prime Minister Rosmarino has announced that in 2 years she will start a complete reformation and modernization of the Wine Military Forces, she has also announced that, for the first time in the history of Wine, this project will be assigned to a private company, and not administered by the central government.
