I am loathe to have us create a Constitution. It's so dull and uninspired. It doesn't really suit our free-form, happy, carefree style. However, without some central group of rules we can agree upon, we're going to continue to get nowhere.
I'd like to begin by calling this a "Compact" or "Commune". Better yet, we should pattern our team after a Socialist form of government. Not an evil, oppressive regime, but a legitimate commune/socialist system where we all own the government, cities, workers, etc, etc.
Imagine we're all hippies living together at a Commune somewhere, equally sharing the work and the responsibilities...
Here's some ideas I've got off the top of my head:
Leader of the Sunshine People -- A revolving position. Every 10 turns we are required by our compact to have a new leader. The Leader plays the save, makes decisions where none has been made, makes emergency decisions, and posts reports, etc.
Peacekeeper -- moves the peacekeeping forces.
Guru -- Our "wisest" team member decides what to research, names the units, and is our Judge whenever there is a disagreement on the laws or between the leaders.
Architect -- Chooses what to build in the cities.
Environmentalist -- Deals with the workers and improvements.
Friendly Relations -- Foreign Affairs, Public Relations, Ambassadors.
The Sunshine People (all of us) -- vote on all rules, elect all leaders, can overrule all leaders, can make laws, declare war, approve all deals, impeach leaders, etc, etc.
Simple majority for all rules.
Leader serves for 10 turns, all other offices serve for 20, but we should stagger them, appoint half by turn 10, and the other half by turn 20. Until all of them are appointed, we can simply poll for how to do their orders.

I don't exactly know what Nuc's idea is, but I was wondering if we were going to have certain ambassadors to the other teams.
If so, I would like to volunteer to be an ambassador. I don't have a lot of free time this summer, and definitely won't be around for most of August, but I still really want to be involved in this game.
Various members could be appointed as ambassadors to the other teams and if one of us can't be around for a certain time period, then another team member could be apointed as temporary envoy.
As I see it, ambassadors would talk to representatives of other teams through PMs or IRC, and then post proposals on our forums.
Tell me what you think.

This is my DRAFT of our Sunshine Compact. Please make suggestions and corrections:
THE PEOPLE OF THE SUNSHINE hereby agree to this compact and agree to abide by these rules to help us live a happy and peaceful life together in Sunshinia. We all have agreed to live together in this commune and share the responsibilities, and to ensure the safety and happiness of our brothers in the sun. May the people of Sunshinia live forever and spread across all parts of the globe!
We believe in optimism, happiness, peace, growth, freedom, and respect. This compact creates a communal government where many different Sunshine People perform service to help the whole. There shall be no powerful dictators or authoritarian rule in our nation. The people of Sunshinia and this Compact forbid it.
RIGHTS
All of the people of Team Sunshine have the following rights:
Access to the save
Freedom to make laws and vote in all polls.
Freedom to run for election in any leadership poll.
Freedom to have any issue decided by our Guru.
Freedom of speech
LEADERS
One individual will be chosen every 10 turns to be the Leader of the Sunshine People
That leader shall have the following powers/responsibilities:
Play the save
Appoint any assistants and delegate powers to them.
Resolve any conflicting orders.
Make emergency decisions.
Perform any orders that were not given by a minister.
Lead the people by creating threads, discussions, and starting polls.
Post all results and screenshots.
Admits new members.
The Leader must follow all legal orders of the Directors.
The Leader may not serve more than 10 consecutive turns unless none of the other Sunshine people agree to serve.
The Leader may be removed at any time by a majority vote.
The Directors of the People
The following Directors shall be selected by the people and shall serve a 20 turn term:
Peacekeeper
Responsible for moving all of our units that are not workers or settlers. Also responsible for doing espionage (but needs Leader's consent)
Guru
The wisest of us all, he chooses our path of research, names our units, and resolves any disputes of law.
Architect
Chooses what is built in every city and where the workforces will go.
Environmentalist
Controls our workers and improves the environment around us.
Sexologist
Chooses where to place new cities and controls settlers.
Director of Friendly Relations
Greets, negotiates, and makes deals with other nations. Speaks to the public on our behalf. Directs and appoints all ambassadors.
Rules:
A person may have more than 1 job.
A Director or Leader may be replaced at any time by the people with a majority vote.
The People may pass laws by a simple majority. Those laws must be followed by all Leaders and Directors unless there is an emergency.
There are no term limits, however, team members are strongly encouraged to step down if another individual wants to serve. It is the way of our people to share responsibility and to trade jobs amongst each other.
Things shall be polled as often as possible and practical.

Peace
Trade deals
Treaties
