The war on drugs is different for two reasons. One, drugs are addictive. Two, drugs are illegal, which is much different that just having tariffs on drugs. If you really want something with a tariff you can buy it. They tariff is set so that any black market price would be higher than the regular price including the tariff.

Fine drugs are different. Happy? I don't think it really helps your argument though.
