The whole African thing is flawed in Civilization. First of all they picked the Zulu over Mali (I think it was the Mali, I'm not that knowledgeable on African history) to represent African civilization. From what I know the Mali had a relatively large empire, cities, and trade networks across the known world. From what I know about the Zulu, thier main claim to fame was being slaughtered by the British. But like I said, I don't know too much about African history, so I could be completely wrong.
Also, grouping them with the Mid-East culture group is kinda weird, but I guess since there are no other African civs in the game, its the best they can do. Actualy, in the last 3 games I played, all three involved the Zulus starting massive wars, and 2 of them were largely against Mid-East civs (civs within the same culture are supposed to be more tolerant of each other), so I guess it all evens out.

Their choice for an African civ was a bit odd. The Zulu indeed put up quite a fight against the British, but there are numerous other powerful empires worthy of being in CivIII such as the Nubians, who were so powerful that they went as far as conquering all of Egypt and set up their own dynasty, or the Mali Empire, who built an empire that covered much of northwestern Africa.
