The "spy" allegations were just a ruse by Saddam to kick one nationality out of UNSCOM teams, so Saddam could (in his mind) dictate conditions he knew UNSCOM would never accept, as a pretext for stopping inspections. Saddam was obligation to accept unrestricted inspections, and to make complete disclosures, as part of the cease fire agreement. |
