The Permi-Pact negotiations have been going for a long time.
However, they have indicated they are willing to have a pact of some sort.
Will people be willing to trade, Applied and Information Networks, for Planetary Networks and Industrial Economics.
Then trade them Industrial Automation, for another tech we can specify later.
I would like to close the inital non-permi-pact first since they're taking a long time deciding on the permi-pact. Then perhaps we can start the tech trading we need to get Industrial Automation.

It's not tech costs it's about pooling resources with the drones to get AI in 2126.
If we don't pool resources I expected we get AI in 2134 (factoring in growth).
