Russia. Finnish vodka, just like Swedish vodka, is nothing extraordinary. However, Sweden makes very good Aquavites (i.e. flavoured vodkas).

Tired of ads?

Actually Polish vodka is not bad , even though if I scan my memories for it, they are rather unpleasant. This comes from 3 Polish guys in a train from Frankfurt/Oder to Berlin, who filled me up with Zubrovka. 3 shots of it with 125 ml (>4oz) each in 10 minutes and without eating (a crime, considering russian drinking habits) almost killed me. My gf, who met me in Berlin, was veeery pleased with my condition.

Based on cost versus performance... India.

Based on taste (I haven't tried Polish) I would say the half litre of Soviet State vodka I consumed back in the 90s was the best I've tried - no doubt it's even better today.
