I think i've got how they appear figured out, It looks like 5 population points(fully assimilated or your own) = 1 militia. Just felt I had to share this piece of mostly worthless info with you :P

It doesn't apply to militia though, whether warlord or not its still 5 pop to 1 militia.

hg and +20 gc puts them as strong as other races powered armor with even combat techs.

sadly androids don't generate militia.
