Would playtesting be allowed if it is all done anonymously? Or would this mean violating the no collaboraions rule? Also how does the ruling commitee view multiple scenario files along the same theme?

Only Allard can provide a definite 'yes or no' on your questions - which are good questions!
My understanding on the second matter is that multiple scenario files (.alt and/or .scn) are permitted on the same theme so long as they are essentially variations of the same game (as per the Fantastic Worlds' Verne and Samurai scenarios).

Indeed my own 'Rhino' entry to contest #1 had three versions, which did not draw any comments of concern.
On the former point, I would think that the spirit of the contest would point you towards developing the scenario as a solo effort, although this would be just about impossible for the judges to regulate.
Again, this is not necessarily for me to say, but for Allard to make a ruling on. I would raise this with him by e-mail if this thread does not yield a response.
