Lets keep it in this thread.
First, I think it's legal. When the rules said that you can change a limited amount of ocean, I think we are talking in scenario terms here, not basic civ2 terms. For scenario purposes, the land does serve as water, which I think is innovative. I mean, is it against the rules to have the grassland in the terrain spot for plains? By disqualifying Archer, you'd have to disqualify everyone you used a new terrain concept, like Major City in Sagan's scenario. In Archer, it is still OCEAN!!! It just has it's properties changed.
Mark L, I hope the reason you wanted to disqualify Archer's entry isn't to lessen the competition...

It is legal according to Allard...
I was intending to do an entry for this contest myself (in the end I didn't), and Archer coincidentally took up the same concept.
Very early in the piece I approached Allard with the intention of reversing water and land (although I was going to use domain three zero-move barbarian units to represent land tiles). He gave me the 'thumbs up' on the basis that the basic sense or form of the map would be retained, and it was an unorthodox approach, which is what the contest is designed to explore. He considered the intention to try something slightly off-beat for the contest was of more value than enforcing the rules in the strictest manner.
I should point out that all contestants were invited (on several occasions) to seek rulings from Allard if they wanted to try something new. I hope the other contestants don't feel unduly 'ripped off' because of this, but I think it's something innovative which is, to rephrase, what the SDC is attempting to bring forth.
I was unaware that Archer was to do the same thing until I received the entry a few days ago.

All true, even though i probably missed a few mails because of a wrong email address in the SDC-rules. (my email is ahofelt@hotmail.com )
The reason I decided to allow the reversing of land and water is because it is
a) not against the rules. After all, the rules demand not to change the form etc. Well this doesn't change the form, it would be the same as when you'd change the terrains in the gif files and make all land units sea units and vice-versa.
b) it requires a great deal of originality and new ideas, which is the fundamental idea behind the SDC.
I have not yet played Archer and I trust he has kept it all right, but i warned him and anyone else with a similar question to keep it very easy on this matter and to follow the rules as strictly as possible for the rest to make up for this "loosening". I trust that Archer is ligitimate in all other ways.
