Amendment to the Constitution: Consular Replacements Support Apolyton or Terrorists Win

This bill proposes that the Constitution, Section A, be changed in the manner listed below. The items in red are the changes.


A. The Consuls

  1. Three Citizens shall be elected as Consuls.
    a. Initial elections will occur upon ratification of this Constitution.
    b. There will be an opportunity to nominate the Consuls, and then an election, where the 3 people with the most manual ballots are chosen as Consuls.
  2. The Consuls have the authority to play the game.
  3. The Consuls have the authority to make final game decisions, but must act within the boundaries of the law.
  4. The Consuls should follow legal minister orders unless forced by unforseen circumstances.
  5. One Consul shall be appointed President.
  6. The Consuls have the power to rule on senatorial disputes in a manner they see fit.
  7. Consuls may only be removed from office by a vote of No-Confidence.
  8. The Consuls appoint Ministers.
  9. A Consul may appoint a replacement Consul for himself for up to a two week period of time so that vacations and other such short term absences won't interupt the game. Before the absence the Consul shall start a thread naming a replacement and the replacement shall accept before it is considered official. Upon returning from the absence, the Consul needs only to post that he has returned and state that he is relieving the replacement of his duties in order to reclaim the Consulship. The replacement Consul has all powers and responsibilities of a regular Consul except that he may not call a CoC on himself nor may any other team member call a CoC on the replacement.

This is far too limiting and complicated. If a Consul has an emergency and needs a quick replacement he should be able to simply appoint a DEPUTY Consul and if the people don't like the Deputy, they can CoC him.

I'd change it to:

A Consul may appoint a Deputy Consul who shall have the powers and responsibilities of the Consul in the event that the Consul is temporarily unable to fullfill his office. Such an individual serves at the pleasure of the Consul who appointed him and may be replaced or removed by the Consul. Furthermore, a Deputy Consul is subject to a Change of Command.

Also BF says that Ministers shouldn't be allowed to hold the post. But that's not outlined either. If he doesn't feel that Ministers should hold the post he should include it.

Support Apolyton, buy Alpha Centauri

Why shouldn't ministers be able to man the post? Tehy won't be seizing power, and it's just a 2 week job thing- I see no reason that mnisters shouldn't be allowed to hold the post.

I support it otherwise- it provides a good way for people to take vacations or deal with overwhelming work and still remain in charge

Trip: It is not written in the bill for a reason. It is only my personal position that I will not appoint a Minister to serve as a temp Consul. The other Consuls can do what they want. This bill gives them the flexibility to do as they wish.

Togas: I don't want someone to be able to replace my replacement on a whim while I am gone. Also, it complicates things if it was allowed. If someonce were to call a CoC on a replacement Consul; then what happens? Who appoints another replacement? Surely not the absent Consul; he's "absent." Also, what happens to the Consuls general position if a CoC takes place while he is away? Does the team then vote for a new Consul and not just for a new replacement Consul.

The way I have it allows for no such monkey business. What can happen is that a CoC can be called against me, even in my absence. In that case the replacement Consul would be repalced by a new Consul who would be replacing me.

That sounds highly sensible to me. If you're not there to contest it, you can always counter-CoC when you get back
