He's right, since we aren't at war with either GS or RP we should investigate cities before we attack them as we may not get another chance.

I already told Vox to investigate Zargaoza for us. It's cheaper since we don't have to set-up the embassy ourselves.

However, perhaps it would be better to establish the embassy as we would get a shot of Pamplona in the process for much cheaper.

can we rush a rider and simply ask Vox to investigate Zaragosa? That should save us the embassy cost although we'd have to investigate Pamplona later at a bigger cost...

Pampalona will have a thousand units in it ... we know this already...I see no reason why we would want to investigate it.

Vox may be feeding us false info at GS request, besides it tell WHAT units are in Pamplona.
