The space allowed for Test of Time scenario game files is far too small:
Let's say you wanted 15 unit sprites, a resource sprite, and 4 alternate scenario files - you're already looking at over 6MB.
Can you at least separate the distinction between game file size and sound file size to give an overall maximum of 9MB?

I agree with Cam. My WW2 scenario is already over 100MB (seriously). Although most of this is because of the avi files, I'm sure that without them the scenario would be at least 10mb. All the icon.bmps add up.
Why can't there be a total war scenario? Why does their have to be negotiations? I know several great scenarios that don't allow negotiations. Could you imagine Red Front if the Russians could make peace with the Germans? I'd be terrible!

And while the second-guessing of the rules is going on - I'd like to ask if the 'two playable tribes' rule be removed.
This rule is a hang-over from past contests, but given the 'quest-orintation' of both of the themes chosen for SDC#3, I recommend that this requirement be deleted. Both themes push the authors towards games tailor-made for Dracula's Army or The Argonauts, but forcing the authors to create broad-based campaigns instead would only suppress some of the good ideas that could be embraced with a 'Shannara-style' set up.

I'm assuming Reismark will answer these questions, but for now I suspect you can assume that:
1) The file size limit will rise
2) The other two rules people have complained about will be dropped (as I see no reason for them)

Using Microprose scenarios as an example for size I averaged the size of the categories of files that compose a single scenario.
This breaks down into
[*] .5 MB of TXT files
[*] .5 MB per SCN File (might use .ALT here)
[*] 6 MB of Units sounds
[*]10 MB of Other Sounds (Fanfare, Improvements, etc.)
[*]21 MB of BMP files (our size, Micropose's are compressed somehow)
[*]35 MB of Sprites
I could not figure out AVIs since they are all lumped into the same directory.
The basic game files TXT, SCN, BMP and WAV will total around 40 MB prior to zipping, assuming a complete job was done on the scenario. Assigning a size limit below 40 MB will cause designers to leave out graphics and sounds for some of their units and improvements.
The Sprites and the AVI are the only real variables. They could range from zero to 200 or more megabytes.
I suggest that a size limit of 45 MB be placed on basic game files and a size limit of another 45 MB be placed on sprites and animations.
