I think we need to tap every mosque there is, even if it sounds racists. Secretly of course. Then guys listening what's going on with special investigators of arabian descent who knows lots of things that is not said directly and can pick up important stuff.
Then we need to figure out the native Americans, be it white, black or brown. Special attention to the whities though, because they might be dangerous with better access to places. We need to profile folks that are likely to join terrorist orgs, what type of people they are.
We can not scan the whole country and follow every person fitting to this category. It can be used as a good reference later.
We need to study all the family histories of terrorist suspects, so we can trace the blood of them back to the US, and by this I mean the folks who are natives and born in the US. Scan them through, and decide which one are going under surveillance 24/7.
Inflitrate to the mother countries good. Find out what the are planning.
Find every single person that is rich or powerful, that is symphatetic to these ****ers. See if they are donating any money.
Donate money to them. Infiltrate to normal population in mother countries, and try to donate money to them.
Infiltrate and play the role of international arms dealer.
Do it from Russia. When you get into negotiations, hint that you might get some bigger stuff. Like nukes, chemical weapons etc, that are missing in Russia after SU falled. Not too eager, be patient so they trust you at least a little bit.
I bet many of these are already done, add to the list!

Sloww, I completely understand. Keep doing the job 
infiltration is a great option, but is very very difficult with these people. I bet they are doing it and have been for long, starting now would be too late anyway.
Also we need to keep our eye on the people who seem to be weak terrorists. We follow him and see all his connections first, and when we get all the info we really need, we'll walk up to him and make an offer to switch sides. If he is weak, we might be able to do that.
We get one of them high ranking people in religion of what he is practicing telling that he's doing the right thing, and pressure him veeeery much. Make sure he won't tell anyone of their own. Now, I bet he won't go for it anyway, he'd rather kill himself. But what we can now do is carefully monitor his every move to see how he alarms everyone that cops know stuff, and who he alarms, and how it works. We might be lucky enough to discover more terrorists now. We don't let them get away of couse, but just see how they operate. If they get dangerous, like hurrying their strike, then we strike immidetaly. If no danger, we just monitor them. When we are sure we knoe everything there is to know, we get them.

Come on, you know this stuff.. how can we trace them? If they are secrets what methods are used, just give an idea of what kind of stuff we can do, or what is even possible.
