Oh, you mean the objective system?
It's very useful for stimulating AI players to attack certain towns. And for the human player it gives a goal.
Like "you get a decesive victory if you get 50 objectives". So if Germany has to conquer France, you set it so that all German and all French cities together total 50 objective points.

Allard's addressed it pretty well already. The objectives system forces the player to go on the offense in scenarios rather than clock up a good score by taking a 'perfectionist' or defensive position (provided the player is urged to assume the protagonist role). In other words, it rewards conquest.
