Non-white (assuming you mean African American?) people in Philly are most likely 3rd or 4th generation descendents of the large Black migration from the South to the North that occurred after the end of WW2. Couple that with the fact that the Blacks were/are effectively ghettoized and their language would retain many of the "old ways" of their parents and grandparents longer than usual.
