A MAST Oligarchical Pact, a "Constitution" Support Apolyton buy from Amazon

I'm working on as simple of a MAST "constitution" as I can possibly write up while still giving us enough organization to keep this place from falling apart with the duplication of efforts (especially in foreign policy).

Basically, we can go for mass rule, as people said they wanted, but with some things still needing to be decided on short notice by one person or taken care of by one person.

Working on that... I'll post later tonight.

The Muhammad Al-Sahaf Team Constitution

Membership
1. Every member of the Muhammad Al-Sahaf Team is automatically a Member of the Committee for Public Safety and the Common Good.

The President
1. The Committee for Public Safety and the Common Good shall elect one of its members to serve as the President of the Muhammad Al-Sahaf Team. The President also serves as the Director of the Committee of Public Safety and the Common Good.
2. The President shall remain President until either he voluntarily resigns or is challenged for the Presidency by another member of the Committee of Public Saftey and the Common Good.
3. Should a the President be challenged for his office, a poll will be conducted among the members of the Committee for Public Safety and the Common Good and whomever wins this poll (the President or the challenger) shall become President. Simple majority determines the winner and the standing President wins all ties. Such a poll must last 48 hours.
4. The President has the right to play the save on behalf of the Muhammad Al-Sahaf Team
5. If the President cannot play the save, he may designate another to play it for him.
6. The President has the authority to make final game decisions, but must act within the boundaries set forth by the Committee for Public Safety and the Common Good.
7. The President will appoint the Ministers

Minister of Enlightenment
1. One member of the Committee for Public Safety and the Common Good may be appointed by the President to be the Minister of Enlightenment
2. The Minister of Enlightenment advises on the movement and engagement of combat and scouting units.
3. The Minister of Enlightenment advises on the upgrading of units.

Minister of Public Works
1. One member of the Committee for Public Safety and the Common Good may be appointed by the President to be the Minister of Public Works
2. The Minister of Public Works advises on the movement and usage of all workers and settlers.
3. The Minister of Public Works advises on the Science and Luxury Sliders, the treasury, and the direction of science research.
4. The Minister of Public Works advises on the management of all city citizens.
5. The Minister of Public Works may draw boundaries and regions within the nation and appoint regional governors over those regions from among the membership of the Committee for Public Safety and the Common Good.
6. The Minister of Public Works advises on the management of all city build queues, including the rushing of projects.

Minister of Truth
1. One member of the Committee for Public Safety and the Common Good may be appointed by the President to be the Minister of Truth.
2. The Minister of Truth gives lead to the diplomatic affairs with other nations. He may appoint ambassadors to assist him.
3. The Minister of Truth advises on the establishment of Embassies
4. The Minister of Truth advises on Espionage affairs.
5. The Minister of Truth advises on the engagements of Treaties with other nations.

The Committee for Public Safety and the Common Good
1. The Committee for Public Safety and the Common Good has the power to create law, which the President must follow.
2. A poll of the Committee for Public Safety and the Common Good must be proposed by a member and must clearly state the purpose in the first post and have the options yes, no, and abstain
3. A poll of the Committee for Public Safety and the Common Good must pass by a simple majority (50% +1) to become law.
4. A poll of the Committee for Public Safety and the Common Good must last 48 hours.

This is almost a direct adaptation of the Apolyton ISDG Constitution with some renaming of things and a few things removed. The Consuls are also replaced by a single President, since our team is so small and replacing a problematic President should be pretty easy.

Please comment. We'll see if we have enough people cool with it, vote on it, then get presumably OPD (as the first President) to appoint ministers and such (and ministers to appoint ambassadors and regional governors when necessary).

btw... this constitution would in no way prevent members of the team from assigning whatever additional titles and medals they wish to themselves... in fact, that would be encouraged so that we might confuse our enemies beyond belief as to the actual nature of our constitution and who is what

This looks cool although I kinda liked the "the dude in charge is in charge constitution

Is it worth sticking in a clause to prevent challenges to the president within a certain timeframe of him/her being elected (say 5 turns?) I suppose it is only really needed if someone wants to try and disrupt the running of the team by challenging the president every 5 minutes or so, so we could always leave it out unless such a situation arises (which isn't likely, unless Genghis Farb joins the team ) And there's no reason why we can't change the constitution at will anyway. So I don't have any problem with the Con, although I've only read through it quickly so far.
