Here's the city screen I figure we can go for stlr in 8 or 10 turns with growth in 7 in or10 turns.

I sent with growth in 7 and stlr in 10 as we'll end up having it like that for at least one turn to get shield a multiple of 30 anyway.

So how do I post pics on private forums?

No point sending me the save, since almost all my computer time is spent on Linux machines - the amount of time I get to look at saves on my laptop is miniscule normally.
