Okay...
You specifically set it up so that when you take a city that has those bunkers homed to it, they'll disband, making the untakable cities now takable. (Such as Namur)
However there's a bug, that if the city has no other defenders in it other than the bunker, instead of disbanding, it'll automatically rehome to the city it's in. (ToT doesn't have this problem.)
for some reason, cities in the Spa area, including Spa, and Eupen, they never build infantry, so the bunker is always the one defending unit in the city, so those'll get rehomed when their support city is taken, and as a result, you can never get that objective.
Possible solution: Make a non-movable defender for the allies that's easily killed and put it in the cities with bunkers.

Excellent! I hope beyond hopes you remain committed to completing this, as Herbstnebel 1.0 was the best civ2 scenario I played in a long while.
If you need people to play test for any reason, I'd jump at the chance.
