City planners plan cities. Architects design buildings. Engineers also do a lot of design, but it really depends on what kind of engineer we are talking about.

First of all, two things cannot be identical. Secondly, even if I assume it is possible, the old thing would not be the identical to the new thing anyway due to weathering, wear and tear, etc.

1. In a capitalist society... yes... although I don't have the resources to prove it.
2. Depends on climate.
3. Life as we know it ends at death.

6. Depends... during the 80's the US grew in terms of GDP, but regressed in terms of poverty, educaction, and social progress. The super-rich's accomplishments don't trickle down.

9. Eventually, our goal should be to expand beyond our world, but we should only colonize the oceans if it is necessary.
