In order to make the Diplomacy interface (F4) work with more than 8 civilizations, I suggest that it be revamped so that when you click on a leader, his face goes to the center of a 15 face circle. This way clutter is reduced but the content of the information remains clear.

You misunderstood me, only the lines for the leader in the center are displayed. When you click on a leader that isn't you, your picture moves to his spot, and his face goes to the center.

I do not understand what you mean by "select multiple leaders". When I click on a face around the ring in my vanilla Civ3 ver1.29f, all I see are lines radiating from that one face.
For example, if I click on Alexander, I see his MPPs, RoPs, alliances. I don't see what deals Caesar has with Bismarck (unless they have an alliance against Alexander).
Please explain what you mean by this "select multiple leaders"

By holding down the “shift” key, and clicking additional leader heads, you are able to see which deals “radiate” from each leader you have clicked. Using your example, once you hold shift and click on Caesar you can see all the deals he has, in addition to Alexander. And once you shift-click on Bismarck you can see all three civs deals at once, and so on.
