Everyone loves CHILDREN. CHILDREN are adored and looked upon with quiet satisfaction both by the regarding parents and neutral onlookers in society.
Just take a trip on a subway, bus route, or any other facet of your local transit system with a CHILD. Watch even the subtle response you recieve as moving from one point to the next, all the while directing the young citizen with your firm hand. Why is this, exactly? It is because CHILDREN are until later untouched by evil. Evil is an undisputed and near infinite force that plagues the daily existence of mankind. Everyone can come up with an example of evil, and/or how life is often made miserable by extension of its concepts.
Everyone as well must admit that evil thoughts, and evil actions has before come about their lives, regardless of variation on scale of intensity.
Except CHILDREN. Children do not experience evil, but are rather innocent. Innocence is comprised only of the lack of evil. Children do things that are pure, and do things that are therefore right - regardless of opinion of the tainted adult*. Some children do indeed commit evil deeds unknowingly, but they should be dealt with. They will be dealt with.
No one knows exactly where the source for all evil lies; and where misery derives from. It is not for us to know. Yet we *do* know ~~when~~ evil generally begins in one's own life. I denote *do* with caution as we are aware of this only in our state which has now been touched by evil - the state which brings upon the advancement and lasting existence of adulthood. We only know that although influenced in the relm of evil that this is right, because human beings are only partially wrong in their existence at that catalyst - becoming moreso with the acquaintance and expansion of KNOWLEDGE. We still have the CHILD in all of us to varying degress, to the day we shall die. I swivvel ~~when~~ only to add a fancy emphasis.
Noting that only CHILDREN are of 100% substance of CHILDish qualities, dedicated CHILDism, and outright CHILDry - we will take a stand for happiness of the human race, and the reduction of misery. There will only be a small percentage of adults, or [breeders] left alive on this planet. They will inhabit a centrally located node or "city" in which administration for the bulk percentile of the race takes place. Authorization and fulfillment of this administrative decree will be handed out to the [people] via adult [workers], an even smaller percentage who may or may not be used for breeding. They will travel through human width tubes at light speed to different locations of the planet to do so.
The [people] are the CHILDREN of the planet. CHILDREN are pure, and as aforementioned: innocent. They only become ~~less pure~~ when adulthood begins to set in, and thus the slope of aging becomes grey and unforgiving. CHILDREN ARE HAPPY; they play with each other and smile and perhaps erven gurgle in awe of the lack of language skills. It is cute to hear them talk. They call "spaghetti" "geddy" or "speddy" and like to watch helicopters pass by if they are male. Helicopters will be used for surveillance, the surveying og the masses to deal with the CHILDREN who are wrong.
Once a CHILD becomes a certain age and attitude (to be decided case by case by a qualified counsel of [breeders], that child will be placed in a happy environment for sedation and following peaceful death. This way, the majority of the green and blue planet's human beings are always happy, and civilization thrives.

*Please note that you can not say "all of the CHILDREN are good" sarcastically because some of them do things that are wrong. The CHILD who hit the happy CHILD with a HAMMER is not pure. This child will be dealt with. All children who listen not to the administrative decrees will be dealt with

That doesn't seem a blueprint to a new and improved society to me it sounds like "out of sight out of mind", you are not going to improve societies ills by shoe horning people in to "perfect" little pods.
Seems you've been reading "The Tripods" and "1984"
Children are not innocent as you seem to make out. Sure their parents have a part to play, but no way are all children innocent.
If you did that people would revolt and you would have an even bigger mess on your hands.

Helicopters are of more concern. My Father will teach me to fly his helicopter. I am learning to do this so that I might breed and upgrade the light speed pods.
