I'll again bring up the example that I made earlier. Say we want to move to a particular tile in GCA territory in order to move our advance along. We throw a Warrior onto the tile we plan on moving into, but find that there's actually a large amount of GCA troops that we either want to aim for or avoid (depending on the situation). We can either A) move the stack forward as we had planned to do or B) change the plan and move the core strength of the army to another tile, instead of having to use a valuable offensive or defensive unit to do it which we could need for other purposes.
Think about it. One unit has to move to the planned tile first unless we reload after we see something. We can either use a valuable and expensive vet MI, NM or horse to do it (and may change our minds later about where to move the rest of the units, dooming that 1 unit by itself), or we can throw a cheap 10 shield regular Warrior to do it. We either change the plan and save another unit for the real fight, or the Warriors end up in the same tile as the rest of the army.
There are, of course situations which may warrant sending a unit out on its own with no chance of reinforcement, but we can't assume those situations will or won't happen, and we may need a unit to conduct that sort of mission. It would be better for a Warrior to do it than a Horse, because the majority of these missions will be done in enemy territory where a Horse can move a max of one tile into enemy territory, is more expensive and can't be used in rough terrain.

A horse can move two tiles, in any territory, unless it's moving on a hill, mountain, jungle, or forest tile. It's my belief that we will be letting GCA troops have access to easy GL targets for their Elite units if we constantly set lone Regular Warrior's out for them. It's also possible that GCA will view the lone Warrior's as nothing more as bait. If we were to use the Warriors as scouts, I would only use them on those 1 move tiles that did not have a road on it (hills, ect..); that way they couldn't attack with a horsemen and retreat on the same turn. They would have to sacrafice that one unit in order to kill the Warrior.
I believe we have 4 Regular units that could be available for this duty (the 5th, WB, is heading to PoA). I would support using two of them as Trip suggests and the other two as upgrades if the above advice can be followed. Otherwise we are just setting them up to be killed by GCA much too easily.
