An ENM air force exercise two days ago went badly wrong when one plane got lost and flew over the island of Mr Tambourine Man. The latter, with superior numbers managed to shoot down this aircraft, the pilot ejected.
ENM sent a force of special ops soldiers to land in a remote bay close to the landings, and recovered the pilot, and top secret technology that survived the crash. However, TMan troops have cornered the soldiers, and while no shots have thus far been fired, the situation is tense.
TMan's government insists on the arrest and trial of the "renegade invaders", while ENM seeks to rescue its men and technology. The latter are sending a navel support group, but due to that nations smaller size, the force that can be mustered is limited. TMan's navy is on exercise, too far away to be an issue yet though is steaming closer. Its army is much larger and is working on a nuclear programme. The situation can easily degenerate.
Diplomats from both sides are attempting to broker a solution to prevent this from escalating into an all-out conflict.
All nations (in Neo Apolyton  ) should be advised to avoid the waters between and around the two nations.
